Communities from two neighboring towns are joining forces to monitor a road subproject that will not only link farms to markets but also bring people closer to one another.

Local officials and farmers from Barangay Salay in Dipaculao and Barangay Kadayakan in Maria Aurora, Aurora took part in the Citizens Monitoring Tool (CMT) Training for the improvement of the 3.75-kilometer Salayโ€“Kadayakan Farm-to-Market Road (FMR) under the Department of Agriculture – Philippine Rural Development Project (DA-PRDP) Central Luzon, held on January 29, 2026 in Baler, Aurora. The activity strengthened the role of communities in ensuring that the subproject is implemented according to plans, standards, and timelines.

Through the CMT, community members are empowered to monitor construction quality, promote transparency, and take shared ownership of the road even beyond its completion. During the training, participants formed Barangay Implementing Teams (BITs) and learned to assess on-site compliance, from design specifications and material quality to worker safety, environmental safeguards, and proper construction practices. They were also oriented on basic contract review, documentation, and long-term operation and maintenance planning.

The training introduced the Grievance Redress Mechanism (GRM), giving communities a clear and formal channel to raise concerns or suggestions, and the Applied Geotagging Tool (AGT), a DA-PRDP mobile application that allows BIT members to document progress through geotagged photos and videos for accurate and transparent reporting.

With guidance from DA-PRDP and local government engineers, the BITs conducted actual site monitoring, where contractors demonstrated ongoing works and affirmed their cooperation with the community-led oversight.

The improved Salayโ€“Kadayakan FMR will have an influence area of 581 hectares, including 546 hectares of agricultural land planted with coconut and rice, benefiting five barangays and nearly 400 households, including 95 farming families. Once completed, the road will replace the existing gravel and earth road that has long limited access and transport, supporting faster movement of farm produce while improving daily mobility for residents.

By placing communities at the heart of project monitoring, the CMT training reinforced that rural development is most effective when farmers, local leaders, and implementing agencies work hand in hand. (DA-PRDP Central Luzon)
