The Department of Public Works and Highways (DPWH) has reaffirmed its commitment to transparency and accountability after an extensive probe found no irregularities in infrastructure projects implemented in Zambales’ First Congressional District.

DPWH Secretary Vince Dizon confirmed that a thorough investigation conducted by authorities revealed no “ghost projects” under the jurisdiction of the DPWH Zambales 2nd District Engineering Office.

The First Congressional District covers Olongapo City and the municipalities of Subic, Castillejos, and San Marcelino. The district is represented in Congress by Deputy Speaker Jay Khonghun.

The investigation was initiated following concerns raised over a flood control project in the area. Acting on the directive of the Independent Committee on Infrastructure (ICI), a joint inquiry was conducted by the National Bureau of Investigation, Philippine National Police, and the Armed Forces of the Philippines.

Authorities reported that all projects subjected to review were properly implemented and supported by complete documentation. Validation efforts confirmed that no anomalies were found.

Secretary Dizon also expressed confidence in the leadership and personnel of the DPWH Zambales 2nd District Engineering Office, headed by District Engineer Rey Lerio and Assistant Chief of Construction Engr. March Redolme, citing their adherence to established procedures and standards.

The DPWH reiterated that safeguarding the integrity of public infrastructure projects remains a top priority. The department emphasized that continuous monitoring and inter-agency coordination are essential to ensuring that government-funded projects deliver tangible benefits to communities and uphold the public’s trust.
