Quezon City, Philippines – Representative Jefferson F. Khonghun has filed House Bill No. 7878, entitled the National Autism Care, Support, and Inclusion Act, seeking to establish a comprehensive national framework to protect the rights and promote the welfare of persons with Autism Spectrum Disorder (ASD).
The proposed measure recognizes Autism Spectrum Disorder (ASD) as a neurodevelopmental condition requiring coordinated, evidence-based, and rights-centered interventions. The bill declares it a State policy to uphold the dignity, inherent worth, and full protection of the rights of persons with ASD, recognizing them as persons with disability entitled to inclusive opportunities in health, education, employment, and social participation.
“This measure ensures that individuals with autism and their families are not left to navigate systems alone,” Rep. Khonghun said. “We are institutionalizing a whole-of-government approach that guarantees access to early detection, appropriate interventions, inclusive education, meaningful employment, and social protection.”
Under the bill, a National Plan of Action for Autism Spectrum Disorder will be formulated and led by the National Council on Disability Affairs (NCDA), in coordination with relevant government agencies, local government units, civil society organizations, and autism self-advocates.

Key Provisions of the Bill:
Early Detection and Screening – Integration of ASD detection and referral protocols into primary health care and maternal-child health programs, supported by standardized clinical guidelines and professional training.
Health and Intervention Services – Progressive availability of evidence-based therapies in public health facilities, supported by PhilHealth coverage and strengthened referral systems.
Inclusive Education – Strengthening inclusive education programs through DepEd, CHED, and TESDA, with reasonable accommodations, learning support, and clear pathways to employment or independent living.
Employment and Livelihood – Promotion of equal employment opportunities and supported employment programs through DOLE, CSC, and partnerships with the private sector.
Social Protection – Integration of persons with ASD into social welfare programs, family education, and counseling services through DSWD and LGUs.
Information and Advocacy – Sustained public awareness campaigns to foster acceptance and inclusion.
Prohibited Acts – Explicit prohibition of discrimination or denial of rights in healthcare, education, employment, and social participation.
Appropriations – Funding to be sourced from concerned agencies’ budgets, with allocations included in the annual General Appropriations Act.
The proposed legislation aims to address long-standing gaps in services and support systems for persons with ASD and their families across the country. By institutionalizing coordinated programs and sustainable funding, the bill seeks to build a more inclusive society where every Filipino on the autism spectrum can thrive.
