New Clark City — Department of Environment and Natural Resources (DENR) Secretary Raphael P. M. Lotilla has expressed strong support for the development of the country’s first large-scale waste-to-energy (WTE) plant in New Clark City.

A recent meeting was convened among DENR, the Bases Conversion and Development Authority (BCDA), and the project consortium composed of ATD Waste to Energy Corp., Global Heavy Equipment and Construction Corp., and Uttamenergy Ltd. to discuss the proposed facility.

The planned WTE plant will convert municipal solid waste into clean and reliable energy, significantly reducing dependence on landfills while generating power for thousands of households across Central Luzon. The project is designed to integrate advanced waste management technologies with sustainable energy production, supporting both environmental protection and economic growth.

The initiative aligns with the Marcos administration’s agenda to promote cleaner energy sources, strengthen national energy security, and advance sustainable urban development. By transforming waste into a valuable energy resource, the project represents a strategic step toward a circular economy and a lower-carbon future.

Once operational, the WTE facility will further solidify New Clark City’s position as a future-ready growth center—demonstrating how innovative infrastructure can drive resilience, sustainability, and long-term progress.
