Lubao, Pampanga – Community safety in Pampanga gets a major boost as the Provincial Government officially rolled out 44 fully equipped patrol tricycle units to barangays in Lubao, reinforcing its commitment to faster emergency response and stronger peace and order at the grassroots level.
The ceremonial turnover, held at the Lubao Municipal Hall, was led by Governor Lilia “Nanay” Pineda and Lubao Mayor Esmeralda Pineda, together with members of the provincial and municipal councils. Barangay Captains received the keys to their respective units and formally signed deeds of donation for the service vehicles.

Each patrol tricycle unit—complete with motorcycle, engine, and sidecar—is designated for use by barangay tanods to ensure quicker patrol coverage and immediate response within their communities.
Beyond public safety, the initiative also highlights inclusive local development. Governor Pineda emphasized that the sidecars were manufactured through the Sustainable Livelihood Program of the Department of Social Welfare and Development. Local fabricators’ associations across Pampanga received seed capital under the program, enabling them to produce the sidecars and generate livelihood opportunities in the process.
According to the Pampanga Investment and Promotion Office (PIPO), ₱23.76 million from the Provincial Government’s Peace and Order Fund was allocated for the procurement of the first batch of 198 patrol tricycles. The 44 units distributed to Lubao represent the initial phase of a broader rollout that will eventually cover all 505 barangays in the province.

The event concluded on a celebratory note with a surprise birthday tribute for Governor “Nanay” Pineda, reflecting the strong community spirit behind the initiative.
