PCOL Joel L. Mendoza formally accepts the ceremonial flag as Incoming Provincial Director in the turnover ceremony of the Tarlac Provincial Police Office (PPO).
Camp Macabulos, Tarlac City – A formal turnover of leadership from outgoing Provincial Director, PCOL Franklin P. Estoro, to incoming Provincial Director, PCOL Joel L. Mendoza, was held yesterday February 2, 2026 at the Tarlac Provincial Police Office (PPO) during the Turnover of Office Ceremony at the Patrol Hall, Camp General Francisco S. Macabulos, San Vicente, Tarlac City.
The event was spearheaded by PCOL Romel S. Batangan, Deputy Regional Director for Administration (DRDA) of Police Regional Office 3. It was attended by the Chiefs of Police, heads of Provincial Support Units (PSU), and other distinguished guests.
Among those present was PCOL Miguel M. Guzman, Chief of the Regional Anti-Cybercrime Unit 3 (RACU3), along with PMAJ Ruperto F. Calosa Jr., Team Leader of the Tarlac Provincial Cyber Response Team (PCRT).
