Iba, Zambales – The Population Program Special Services Office–Zambales (PPSSO–Zambales), under the leadership of Ms. Sandra M. Aguilon, Population Program Officer IV, proudly celebrates the province’s victory as Overall Winner in Central Luzon at the 6th The Outstanding Population Structure (TOPS) Award 2026. The awarding ceremony was held on March 19 in the City of San Fernando, Pampanga.

The TOPS Award recognizes Local Government Units (LGUs), particularly Local Population Offices, for their outstanding contributions to the effective implementation of the Philippine Population and Development Plan of Action 2023–2028.

Zambales received the prestigious recognition from the Commission on Population and Development (CPD) Region III, led by Regional Director Lourdes P. Nacionales. The province earned top honors in the following categories:

Best in Adolescent Health and Development

Best in Responsible Parenthood and Family Planning

Best in POPDEV Integration

These achievements secured Zambales the 1st Place Overall Winner title.

Meanwhile, the Municipality of San Felipe, led by Ms. Venus Doria of POPCOM–San Felipe, garnered Best in Responsible Parenthood and Family Planning and Best in POPDEV Integration, earning the Overall 2nd Place. POPCOM–San Narciso was also recognized with a Certificate of Recognition.

PPSSO–Zambales continues to implement programs that benefit Zambaleños, with a focus on youth, parents, families, and community health.

Governor Jun Ebdane and the Provincial Government of Zambales expressed pride in this accomplishment and heartfelt gratitude to the PPSSO–Zambales staff and all those who contributed to this success—a true honor for the entire province. (Zambales for the People)
