City of San Fernando, Pampanga – The Provincial Government of Pampanga has formally signed a Joint Declaration reaffirming the province’s State of Stable Internal Peace and Security (SSIPS), reinforcing its commitment to maintaining peace and order amid prevailing economic and security challenges.
Governor Lilia “Nanay” Pineda expressed her gratitude for the approval of the Pampanga Peace Alliance Framework and for the full support extended by various government agencies. She emphasized that collective action is essential in sustaining a safe and resilient community for every Kapampangan.
The declaration was signed in partnership with the Philippine National Police, Armed Forces of the Philippines, and the Department of the Interior and Local Government, all of which pledged to strengthen close coordination in safeguarding communities against any potential threats.
Governor Pineda, who also serves as Chairperson of the Provincial Peace and Order Council and Provincial Anti-Drug Abuse Council, noted that the challenges faced today go beyond traditional security concerns.

According to the governor, the current crisis is not limited to the rising cost of fuel, but also includes issues related to employment and the increasing prices of food. She stressed that poverty and economic instability can create vulnerabilities that may affect peace and order, highlighting the need for proactive strategies and contingency plans.
With the continuing rise in petroleum prices, Kapampangans are experiencing its domino effect on livelihoods. As household expenses increase and job opportunities become limited, communities may become more susceptible to various social issues.
The signed resolution highlights the importance of transparency and accountability, stronger inter-agency cooperation, and active participation from local government units, peace and order councils, and civil society organizations to maintain stability and promote inclusive development.
Also present during the meeting were Vice Governor and PPOC-PADAC Vice Chairperson Dennis “Delta” Pineda; 2nd District Board Member and Peace and Order Committee Chairperson Claire Lim; 1st District Board Members Cherry Manalo and Christian Halili; Executive Assistant IV Angelina Blanco; representatives from DILG Pampanga, Pampanga Police Provincial Office, CIDG, BFP, PDEA Pampanga, NICA Region 3, and the AFP 70th Infantry Battalion.
Local chief executives who also attended the quarterly meeting included Magalang Mayor Malu Lacson, Lubao Mayor Esmie Pineda, Sta. Rita Mayor Reynan Calo, Porac Acting Mayor Jen Capil, Arayat Mayor Jeffrey Luriz, Mexico Mayor Ruding Gonzales, Sto. Tomas Mayor Johnny Sambo, San Simon Acting Mayor Anne Canlas, Apalit Vice Mayor Peter Nucom, and Candaba Vice Mayor Thelma Macapagal.
