City of San Fernando, Pampanga – Governor Lilia “Nanay” Pineda, Department of Health (DOH) Secretary Teodoro J. Herbosa, and PhilHealth President and CEO Dr. Edwin M. Mercado officially launched the PhilHealth YAKAP and GAMOT programs to strengthen primary health care services and access to essential medicines for Kapampangans. The launch took place during the Luzon Governors’ Forum with the theme “Wellness and Healthy Aging: Longevity Summit” held at Royce Hotel in Clark, Pampanga on March 25, 2026.
The initiative highlights the strong collaboration between the Provincial Government of Pampanga, the Department of Health, PhilHealth, Local Government Units (LGUs), health care providers, and partner agencies. Supporting the program are DOH Regional Director Dr. Corazon I. Flores and PhilHealth Region III Acting Vice President Atty. Ma. Emily P. Roque, who emphasized the importance of accessible and preventive health care across communities.

As part of the program rollout, all nine district hospitals and the Provincial Hospital in Pampanga are now accredited as YAKAP clinics with corresponding GAMOT pharmacies, ensuring that residents have easier access to essential health services. These hospitals include:
Diosdado P. Macapagal Memorial Hospital – Guagua
Escolastica Romero District Hospital – Lubao
Romana Pangan District Hospital – Floridablanca
Domingo B. Flores District Hospital – Macabebe
Dr. Andres J. Luciano District Hospital – Magalang
Dr. Emigdio C. Cruz Sr. Memorial Hospital – Arayat
Jose Songco Lapid District Hospital – Porac
Mabalacat District Hospital – Mabalacat City
Ricardo P. Rodriguez Memorial Hospital – City of San Fernando
San Luis District Hospital – San Luis
Through the YAKAP and GAMOT programs, PhilHealth members and their dependents may choose their preferred YAKAP clinic by visiting a PhilHealth office, using the eGovPH mobile app, or accessing the Member Portal at the PhilHealth website.
Members may receive the following benefits under the program:
Free health screening
Unlimited check-ups and consultations with YAKAP-accredited doctors, including prescriptions when needed
Laboratory tests
Cancer screening tests
Access to 21 essential medicines available in YAKAP clinics
Access to 54 essential medicines available in GAMOT pharmacies, with up to ₱20,000 worth of medicines per member annually
To further expand primary care services across Pampanga, PhilHealth Branch Manager Dr. Rowena S. Zabat-San Mateo, PhilHealth San Fernando Head Ma. Elizabeth Banting-Capuli, and PhilHealth Angeles Head Robert C. Padron confirmed that 138 accredited YAKAP clinics, 50 accredited GAMOT pharmacies, and cancer screening test facilities across the province are undergoing system and readiness procedures. This initiative aims to ensure that more health benefits and services reach every Kapampangan.

The Provincial Government of Pampanga emphasized that strengthening preventive and primary health care is essential in promoting longevity, improving quality of life, and protecting communities during emergencies, economic challenges, and financial risks. The province reaffirmed its commitment to continuously champion Universal Health Care (UHC) and support the PhilHealth YAKAP and GAMOT programs to build healthier, more resilient communities in Central Luzon.
