IBA, ZAMBALES — The Provincial Government of Zambales, in partnership with the Department of Social Welfare and Development (DSWD) Region III, formally launched the Panahon ng Pagkilos: Philippine Community Resilience Project (PCRP) on Tuesday, marking a significant step toward strengthening disaster preparedness and community development across the province.

A Memorandum of Agreement (MOA) was signed during the event between Governor Jun Ebdane and DSWD Regional Director Venus F. Rebuldela, sealing the collaboration under the KALAHI-CIDSS program.
Six municipalities joined the initiative: Botolan, Cabangan, Palauig, Iba, San Marcelino, and Subic, with their respective local leaders expressing support for the project aimed at improving grassroots resilience.
The PCRP focuses on empowering communities, particularly underserved barangays, by funding and implementing projects that address critical needs such as infrastructure, disaster risk reduction, and access to basic social services.
Aladin L. Naje, Deputy Regional Program Manager of PCRP, highlighted the program’s goal of building stronger, more adaptive communities capable of responding to environmental and socio-economic challenges.
Provincial officials, including members of the Sangguniang Panlalawigan, department heads, and social welfare officers, attended the launch, alongside representatives from DSWD Region III.

Governor Ebdane reaffirmed the province’s commitment to the program, emphasizing its role in uplifting the welfare and resilience of Zambaleños.
“This initiative will help ensure that our communities are not only prepared for disasters but are also equipped to sustain development and improve quality of life,” Ebdane said.
The PCRP is expected to roll out in participating municipalities in the coming months, with community-driven projects taking center stage. (Zambales for the People)
