Mariveles, Bataan – The Authority of the Freeport Area of Bataan (AFAB) and the Bataan Economic Zone Neighborhood Association (BEZNA) recently held a dialogue to address key residential and community concerns within the Freeport Area of Bataan (FAB), reinforcing their commitment to collaboration and transparent governance.
Led by AFAB Administrator and CEO Hussein P. Pangandaman, alongside Deputy Administrator for Operations Michael Angelo Paderanga and department officials, the meeting on April 14, 2026 served as a platform to clarify policies on housing, residency, and related community matters.
A key topic discussed was the implementation of the FAB Residential Pass and ID system, which AFAB underscored as a security and identification measure consistent with existing regulations. Pangandaman assured stakeholders that the system will not affect access, residency status, or property rights, and will remain open to feedback during its rollout.
Housing-related concerns were also tackled, with AFAB providing updates on land matters and ongoing discussions regarding the possible sale of housing units, subject to policy guidelines and approvals. Both parties agreed to adopt a coordinated approach, including the creation of a joint technical working group composed of representatives from AFAB, BEZNA, and concerned barangays, as well as the pursuit of legal guidance to address outstanding issues.
Operational matters, such as the monitoring of materials entering and leaving the Freeport, were likewise discussed to ensure compliance with security and regulatory standards. AFAB also shared updates on housing contracts, noting that further details will be released upon approval of the housing policy, while existing Authority to Occupy and Notices of Award remain in effect.

Concerns on water services were addressed, with AFAB reporting ongoing system maintenance, including regular flushing, and progress on a Public-Private Partnership initiative aimed at improving water supply and sanitation services in the Freeport.
Despite differing views on certain issues, both AFAB and BEZNA emphasized the importance of sustained dialogue and cooperation. The meeting concluded with a shared commitment to continue coordination through formal mechanisms and to pursue solutions grounded in law and policy.
Pangandaman reiterated that open engagement remains central to AFAB’s approach in addressing community concerns, highlighting the role of clear communication and due process in fostering order and supporting development within the Freeport.
