CITY OF SAN FERNANDO, Pampanga — The Department of Environment and Natural Resources (DENR) is stepping up efforts to safeguard the Philippine Rise through the construction of a Marine Scientific Research Station (MSRS) in Casiguran, Aurora, aimed at strengthening marine conservation and scientific research in the area.
The facility, currently being built in Barangay Dibacong, is expected to serve as a central hub for research, monitoring, and enforcement activities related to the Philippine Rise Marine Resource Reserve (PRMRR), one of the country’s most ecologically significant marine areas.
Alfredo Collado, head of the DENR provincial office in Aurora, said the project has reached 25 percent physical completion as of mid-May 2026, with initial construction activities already underway.
He noted that the station will support scientific studies and field operations focused on marine biodiversity, coastal ecosystems, and sustainable resource management.
DENR Regional Executive Director Ralph Pablo said the initiative reflects the agency’s commitment to science-based environmental protection and long-term marine sustainability.
“The Philippine Rise is a vital marine ecosystem that supports biodiversity, fisheries, and climate resilience. Establishing this research station strengthens our capacity to conduct scientific monitoring and implement coordinated conservation efforts in the area,” Pablo said.

According to DENR, the research hub will facilitate biodiversity assessments, deep-sea coral studies, climate monitoring, and research on marine spawning grounds, helping provide critical data for policy development and resource protection.
Located east of Luzon, the Philippine Rise is an underwater plateau known for its rich marine resources and strategic importance to the country’s environmental and food security programs.
Once completed, the MSRS is expected to improve coordination among government agencies, scientists, local communities, and environmental stakeholders involved in protecting the Philippine Rise and nearby coastal ecosystems.
The project was awarded to Grand Apex Construction, Inc. in December 2025. DENR Region 3 said it continues to closely supervise the construction to ensure adherence to environmental standards and minimize impacts on surrounding coastal areas.
The agency added that the establishment of the research station forms part of broader efforts to enhance marine protection, strengthen scientific capability, and promote sustainable management of the country’s marine resources.
