BALER, Aurora — Local authorities carried out a forced demolition of a transient house known as “Miels Transient” located in Sitio Puntian, Barangay Zabali, Baler, Aurora on Monday, May 18, 2026, following multiple violations of government regulations.

In a statement on Tuesday, May 19, 2026, the implementation of Forced Demolition Order No. 2026-001 was conducted under the directive of Mayor Rhett Ronan T. Angara, led by the Municipal Engineering Office and Building Official Engr. Sofronio Raul A. Egargue, together with the Baler Municipal Police Station headed by PMaj Donna Fe M. Galban, MPDC/Zoning Officer Engr. Manuel Hernandez, MENRO Maria Liza V. Costa, MDRRMO Arturo L. Molina Jr., and BPLO Mary Jane Dumpit.

The operation was supported by the Department of Environment and Natural Resources (DENR), Bureau of Fire Protection, and barangay officials.

Authorities said the structure was found to have been built without a building permit, locational and zoning clearances, and without proof of ownership or legal authority to occupy the land. It was also found in violation of the National Building Code of the Philippines (PD 1096) and other local regulations.

Officials stated that nearly two hours of dialogue were conducted with the owner, Alfredo N. Miel, before the demolition was fully implemented. Although the owner reportedly requested reconsideration through a written appeal, authorities denied it due to previous violations and prior notices of non-compliance.

In a letter from DENR-CENRO Dingalan Chief Jimmy Aberin, the area was identified as alienable and disposable land but deemed non-titular due to its instability and terrain conditions. The Mines and Geosciences Bureau (MGB) further classified the site as a landslide-prone or danger zone.

DENR Land Management Inspector Fidel Molina also issued correspondence regarding a view deck constructed within the property.

Authorities added that all government expenses incurred during the demolition will be charged to the property owner.

The demolition team also warned that similar enforcement actions may be carried out against other nearby establishments if they fail to comply with zoning and building regulations, urging owners to voluntarily demolish unauthorized structures to avoid legal action. (Jason de Asis)
