CLARK FREEPORT — Clark Development Corporation’s (CDC) top executive is moving forward with a call for values‑driven leadership, highlighting its role in workplace growth at the Clark Human Resources Council’s 28th General Membership Meeting.
The event was held on January 27 at the Royce Hotel and Casino. It gathered human resources practitioners, labor officers, and industrial relations executives from 80 companies inside the Freeport. This year’s theme was Leadership and Career Growth.
CDC President and CEO Agnes VST Devanadera said Clark’s growth needs leaders who make decisions based on strong organizational values. She said workplaces are changing quickly, so values formation is now an important part of leadership and talent development.
“Infrastructure builds cities, but values build nations. These values ensure that Clark’s rapid growth remains ethical and sustainable,” Atty. Devanadera said.

She urged HR leaders to look at Clark not only as a place for investors but also as a community.
“We should not look at Clark, the economic zone, as just an aggrupation of investors. We should go several notches higher and create a community of people—a community of hearts,” she said.
The CDC chief added that community-building brings out positive traits in people.
“When you develop an area and its people into a community, generosity and kindness come naturally. Value formation comes naturally. This is the call of the times. And you, as HR managers and heads of administrative groups, have that challenge in your respective companies,” she said.
The meeting also included a learning session on leadership and career growth. Guest speaker Jakeson Quiatson shared practical ideas on professional development and effective leadership.
Member companies also received updates from government agencies. The Social Security System (SSS) discussed benefits and compliance. The Pag-IBIG Fund shared information on housing programs for workers.
