Manila – The Bases Conversion and Development Authority (Bases Conversion and Development Authority) and the Manila International Airport Authority (Manila International Airport Authority) have taken a decisive step toward strengthening the long-term future of the Ninoy Aquino International Airport (Ninoy Aquino International Airport) Terminal 3 through the signing of a Contract to Sell covering its 61-hectare property.

Seen as a strategic move to secure one of the country’s most vital transport assets, the agreement highlights the government’s continuing efforts to modernize aviation infrastructure while ensuring that public assets remain dedicated to serving the Filipino people.

Officials emphasized that the transaction goes beyond property transfer, framing it as a long-term investment in efficiency, sustainability, and national development.

MIAA General Manager Eric Jose C. Ines said the agreement lays the groundwork for sustained improvement and modernization of airport operations, ensuring that NAIA Terminal 3 continues to meet growing passenger demand and global aviation standards.

“This Contract to Sell lays a stronger foundation for the long-term development, modernization, and sustainability of the NAIA Terminal 3 property, while ensuring that this valuable government asset remains dedicated to serving the needs of Philippine aviation,” Ines said.

BCDA President and CEO Joshua M. Bingcang underscored the importance of preserving the facility as a public service asset that directly benefits Filipinos.

“We want to make sure we keep that commitment to the Filipino people—that this facility is for every Filipino,” Bingcang said.

The agreement supports broader government initiatives to enhance the country’s transportation backbone, improve tourism readiness, and attract greater investment by strengthening airport infrastructure.

It also aligns with President Ferdinand R. Marcos Jr.’s long-term vision of building modern, resilient, and future-ready infrastructure that advances economic growth and connectivity across the country.
