CAMP OLIVAS, Pampanga — The Provincial Government of Bulacan has recognized the Police Regional Office 3 (PRO3) and its Regional Director, Police Brig. Gen. Jess B. Mendez, for their outstanding contributions to public safety, peace and order, and anti-smuggling efforts that have strengthened security and economic stability in the province.

The recognition was conferred during the Lingguhang Pagtaas ng Watawat ceremony held on August 3, 2026, at the Bulacan Capitol Gymnasium in the City of Malolos, where the Sangguniang Panlalawigan ng Bulacan awarded Mendez a Provincial Resolution of Recognition.

The resolution cited Mendez’s leadership in guiding PRO3 to achieve the Top 1 Safer Cities Initiative of the Department of the Interior and Local Government (DILG) and the Top 1 Campaign Against Smuggling, accomplishments credited with enhancing public safety, maintaining peace and order, and safeguarding the province’s economic interests.

Provincial officials said the recognition reflects the strong collaboration between the Philippine National Police and the Provincial Government of Bulacan in implementing programs that promote safer communities, strengthen law enforcement, and protect legitimate businesses and residents from the impact of criminal activities.

Accepting the award, Mendez expressed his gratitude to the Provincial Government of Bulacan, emphasizing that the recognition belongs to every PRO3 personnel and partner agency who continue to serve with dedication, integrity, and professionalism.

“This recognition is not mine alone but belongs to every police officer of Police Regional Office 3 who continues to serve with dedication, integrity, and professionalism. It reflects our shared commitment with our local government partners to keep our communities safe, uphold the rule of law, and protect the welfare of our people,” Mendez said.

He also reaffirmed PRO3’s commitment to sustaining its gains in crime prevention, anti-smuggling operations, and community safety initiatives in line with the Philippine National Police’s Focused Agenda while continuing to deliver “Serbisyong Mabilis, Tapat, at Nararamdaman” across Central Luzon.
