MORONG, Bataan — The Bases Conversion and Development Authority (BCDA) is pushing toward the completion of the Philippine Marine Corps’ (PMC) new headquarters in Morong, Bataan, with the project expected to generate economic opportunities alongside the modernization of military facilities.
BCDA Board of Directors member Rolen C. Paulino inspected the ongoing development at the former Bataan Technology Park on Thursday, August 13, as construction moves toward its target turnover within the year.
During the inspection, Paulino identified Building 1 as the future office of the Philippine Marine Corps commander and part of the headquarters complex that will accommodate the transfer of Marines from Fort Bonifacio.
The relocation is part of the government’s Php28-billion PMC headquarters project, which involves the development of a 100-hectare site at Morong Discovery Park. The new facility is strategically positioned near the West Philippine Sea and major transport infrastructure, supporting the military’s operational and logistical requirements.
Paulino said the transfer could also stimulate business activity in Morong as military personnel, families and support services move into the area.
“This will be good for the businessmen here,” Paulino said, noting the potential for increased demand for housing, food, retail, transportation and other services once the facility becomes operational.
The project, however, experienced delays due to adverse weather conditions and storms. Paulino said the BCDA Board has directed the project team to ensure that construction is completed properly, with turnover targeted within the year.
The relocation will also pave the way for the redevelopment of the Marines’ existing facilities in Fort Bonifacio, supporting the government’s broader strategy of unlocking the economic value of government properties while providing modern facilities for the Armed Forces of the Philippines.
From refugee center to strategic investment
The project is being developed within Morong Discovery Park, formerly the Bataan Technology Park, a 365-hectare property that once housed the Philippine Refugee Processing Center (PRPC).
The PRPC was established in 1980 as a humanitarian facility for refugees from Vietnam, Laos and Cambodia. It operated until 1994 before the property was converted into the Bataan Technology Park. BCDA eventually assumed ownership of the property in 1997.
Today, the property is being positioned for a new strategic role, combining national security requirements with opportunities for investment and local economic development.
BCDA has been implementing the relocation and development of the Marines’ new headquarters as part of its mandate to support the modernization of the Armed Forces of the Philippines. The project is expected to provide upgraded facilities while opening additional economic opportunities for Morong and surrounding areas.
The Morong project underscores BCDA’s dual role in supporting national defense modernization and unlocking the economic potential of government-owned properties for the benefit of local communities and the national economy.
