PRO3’s JBM Patrol System delivers early gains in its first week, resulting in arrests, drug seizures, firearms accounted for, wanted persons apprehended, and intensified enforcement of local ordinances across Central Luzon.
CAMP OLIVAS, Pampanga — Barely a week after its launch, the Joint Police and Barangay Peacekeeping Action Teams Mobilization Toward Crime Prevention and Detection in Central Luzon (JBM Patrol System) has already produced significant accomplishments across the region, underscoring the intensified collaboration between the police and communities in addressing crime and other public safety concerns.
The JBM Patrol System, launched on August 14, 2026, strengthens coordination among police personnel, Barangay Peacekeeping Action Teams (BPATs), barangay officials, local government units, and other stakeholders through increased police visibility, information-sharing, early intervention, and closer community engagement.
From August 15 to 22, Police Regional Office 3 (PRO3) recorded 39 arrests in anti-illegal drug operations, resulting in the confiscation of illegal drugs with an estimated value of PHP890,701.
The campaign against loose firearms also accounted for 75 firearms through confiscation, surrender, and safekeeping, while eight individuals were arrested in connection with firearms-related violations.
Meanwhile, intensified enforcement of city and municipal ordinances under the Safer Cities initiative resulted in 85,879 violators being apprehended or otherwise addressed. Of the total, 12,624 were fined while 73,255 were warned or released, generating more than PHP5.5 million in fines.
Operations against wanted persons likewise resulted in the arrest of 81 individuals, including 19 Most Wanted Persons and 63 Other Wanted Persons.
Anti-illegal gambling operations also led to the arrest of 51 individuals and the confiscation of PHP22,807 in bet money.
Police Brig. Gen. Jess B. Mendez, regional director of PRO3, said the initial results of the JBM Patrol System demonstrate the importance of bringing police operations and community participation closer to the barangay level.
“The early gains of the JBM Patrol System show that when the police and the community work as one, we can prevent crime and respond faster to the needs of our people. Our goal is simple: stronger partnerships, safer communities, and police service that is truly felt on the ground,” Mendez said.
The initiative also supports the Philippine National Police’s Focused Agenda, particularly in strengthening crime prevention, enhancing operational effectiveness, and deepening community partnerships toward a more responsive and people-centered police service.
PRO3 said it will continue to strengthen the implementation of the JBM Patrol System across Central Luzon, translating police-community cooperation into sustained and visible action under its commitment to “Serbisyong Mabilis, Tapat, at Nararamdaman.” (Jason de Asis)
