CLARK, Pampanga — The Clark Development Corporation (CDC) highlighted its strengthened investment facilitation and investor support services during the Luzon Economic Corridor (LEC) Incentives Forum, underscoring Clark’s competitive advantage in attracting, retaining, and expanding investments.
CDC President and CEO Atty. Agnes VST Devanadera said that while fiscal incentives under the Corporate Recovery and Tax Incentives for Enterprises to Maximize Opportunities for Reinvigorating the Economy (CREATE MORE) Act are available across investment promotion agencies, Clark distinguishes itself through seamless facilitation and sustained investor care.
Devanadera highlighted Clark’s signature “red carpet” services, which include automatic permit renewals, real-time import and export clearances, a one-stop shop for business requirements, and access to a talent pipeline supported by 29 educational institutions.
According to Devanadera, Clark’s competitive advantage goes beyond attracting new investors, emphasizing that its ability to retain existing locators and support their expansion is equally important.

She noted that semiconductor and technology companies operating in the Freeport have opportunities to expand within Clark’s established industrial ecosystem, supported by streamlined government processes, infrastructure, and a ready pool of skilled talent.
For projects under the Luzon Economic Corridor, these investor-focused initiatives are further elevated through what Devanadera described as “ultra red carpet services.” These measures reflect Clark’s commitment to supporting investors throughout the entire investment cycle—from entry and establishment to expansion and long-term growth.
The forum provided a platform for government agencies and investment promotion authorities to discuss how incentives and streamlined facilitation can further drive industrial development along the Luzon Economic Corridor.
Moderated by Department of Finance Undersecretary Ma. Angela Ignacio, the forum featured Department of Finance Assistant Secretary Juvy Danofrata, Philippine Economic Zone Authority Director General Tereso Panga, and Philippine Board of Investments Director Sandra Marie Recolizado.
The panelists discussed the implementation of CREATE MORE incentives and streamlined investment facilitation measures aimed at strengthening the country’s investment climate and accelerating industrial development across the Luzon Economic Corridor.
Clark’s enhanced investor services reinforce its role as a strategic investment and industrial hub in Central Luzon, positioning the Freeport to support emerging industries and encourage existing locators to deepen and expand their operations.
