Subic, Zambales – The Zambales Chapter of the League of Mayors of the Philippines (LMP) convened yesterday February 11, 2026 at Club Morocco Beach Resort in Barangay Cawag, Subic, Zambales to discuss the proposed Classroom-Building Acceleration Program (CAP) Act.
The proposed legislation aims to accelerate the construction of classrooms across the country to address the existing backlog of over 165,000 classrooms. Under the CAP Act, local government units (LGUs) and the private sector would be authorized to construct classrooms with support from the national government through the Department of Education (DepEd) and the Department of Public Works and Highways (DPWH).

The meeting was led by Mayor Jun Omar Ebdane of Botolan, President of the LMP Zambales Chapter. Mayors from across the province also attended, including:
Mayor Jonathan Khonghun (Subic)
Mayor Jeffrey Khonghun (Castillejos)
Mayor Elvis Soria (San Marcelino)
Mayor Arvin Antipolo (San Antonio)
Mayor Larainne Abad-Sarmiento (San Narciso)
Mayor Reinhard Jeresano (San Felipe)
Mayor Ronald Apostol (Cabangan)
Mayor Irenea Maniquiz-Biñan (Iba)
Mayor Byron Jones Edquilang (Candelaria)
Mayor Consolacion Marty (Sta. Cruz)
DepEd officials from various municipalities were also present, including DepEd District Supervisor Lilia Rosete of Subic.
The gathering highlighted the collective commitment of Zambales’ local leaders to provide quality learning environments for students and ensure the timely construction of classrooms to meet the educational needs of the province.
