CITY OF SAN FERNANDO, Pampanga — In line with its commitment to delivering quality public service to Kapampangans, the Provincial Government of Pampanga has received an Accreditation Award from the Civil Service Commission (CSC) pursuant to CSC Resolution No. 2500882.
The award was formally presented by CSC Regional Director Dyna Marie Quimson to Governor Lilia Pineda, together with members of the Sangguniang Panlalawigan, during the flag ceremony held on Monday, February 16, 2026.

The recognition was conferred in acknowledgment of the provincial government’s efficient and systematic implementation of its Recruitment, Selection, Placement, and Performance Management Systems under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM). It also highlights the province’s strict compliance with Civil Service laws and human resource policies.
According to Director Quimson, only four local government units (LGUs) in Pampanga, including the Provincial Government, received the award. Across the region, merely 20–30% of LGUs achieve this distinction due to the rigorous standards set by the CSC.
In addition, the Collective Negotiation Agreement (CNA) No. 3718 between the Provincial Government of Pampanga and the Provincial Government of Pampanga Employees Union (PGPEU) was formally registered in accordance with Executive Order No. 180. The agreement will take effect from December 15, 2025 until December 14, 2028, further strengthening collaboration and unity between Capitol leadership and its employees.
These twin milestones reflect a shared vision of a government grounded in integrity, compassion, and excellence in public service.
Governor Pineda and Vice Governor Dennis Pineda reaffirmed their belief that through improved systems and stronger partnerships, the province can build a more solid foundation for delivering higher-quality services to every Kapampangan.
