SUBIC, Zambales — The Sangguniang Bayan ng Subic is continuing a series of committee hearings to address mounting complaints from residents against PrimeWater and other utility service providers over recurring service issues in the municipality.
The hearings, conducted from April 2025 to April 2026, focused on concerns involving poor water service, simultaneous water and power outages, and hazardous dangling cable lines along roads and residential areas.
According to the municipal council, the hearings were initiated in response to persistent complaints raised by consumers and homeowners’ groups seeking immediate action and long-term solutions from utility companies.

Among the major issues discussed were the inadequate water supply being experienced in several communities, service interruptions involving ZAMECO II and PrimeWater Subic, and reports of hanging and falling service wire cables linked to Converge ICT Solutions Inc..
The committee hearings were held at various dates over the past year as part of the local government’s continuing oversight and public service efforts.
On April 15, 2025, the Committees on Public Utilities and Communications and Public Information called on PrimeWater management to provide concrete measures to ensure a stable and continuous water supply for residents.
Another hearing on June 3, 2025 tackled complaints regarding the poor service delivery of both ZAMECO II and PrimeWater Subic, including concerns over unsafe utility cables.
On November 12, 2025, the council addressed utility service disruptions experienced by residents during the height of Typhoon Uwan.
The March 10, 2026 hearing focused on PrimeWater Subic’s service enhancement plans and development updates.
Most recently, on April 14, 2026, the Committees on Public Works, Public Utilities and Communications, together with the Committee of the Whole, discussed a letter from Ms. Jerlynne E. Olandesca, president of the Subic Hills Village Homeowners Association, Inc., regarding recurring water supply problems in Subic Hills Village Phase 1.
The municipal council said it remains committed to protecting the welfare of residents by continuously summoning utility providers and pushing for faster and more effective action to resolve public service concerns. (Juan Deveraturda – Subic Public Information Office)
