C,LARK FREEPORT, Pampanga — The Clark Freeport continues to strengthen its position as one of the country’s premier investment hubs after the Clark Development Corporation (CDC) and Berthaphil Inc. formalized a supplemental lease agreement for a 4.1-hectare expansion, reinforcing a partnership that supports more than 300 business locators and approximately 20,000 jobs.
The agreement, signed on June 23, marks another milestone in the decades-long collaboration between CDC and Berthaphil, one of Clark’s pioneering developers. The expansion is expected to create additional opportunities for investors while sustaining the Freeport’s role as a key driver of economic growth in Central Luzon.
CDC President and Chief Executive Officer Atty. Agnes VST Devanadera and Berthaphil Chairperson Michael Herman led the signing ceremony, witnessed by Berthaphil President and CEO Andre Schwartz and CDC Vice President for Business Development and Business Enhancement Group Atty. Noelle Mina Meneses at Tito Boy’s Restaurant in Berthaphil.
Describing the occasion as a historic milestone, Devanadera recognized Berthaphil’s enduring contribution to Clark’s transformation from a former military installation into a thriving economic center.
“You laid the cornerstone for Clark’s development, and today Clark is not just Clark—it is the gateway to the Luzon Economic Corridor,” Devanadera said, adding that the partnership also complements the government’s long-term development initiatives, including the upcoming Pax Silica project.
For his part, Herman highlighted the company’s enduring commitment to Clark, saying the partnership has become a legacy passed on through generations.
“This partnership has been passed down from generation to generation, and at 86, I’m not retiring—I’m just getting started,” Herman remarked, expressing gratitude to CDC for its continued trust.

Schwartz likewise reflected on Berthaphil’s history in Clark, recalling how the company began investing in the Freeport in the aftermath of the 1991 Mt. Pinatubo eruption.
“Today, we manage eight business parks, lease to over 300 locators, and help provide employment to more than 20,000 people. This agreement reaffirms our commitment to continue investing our capital and resources in Clark,” Schwartz said.
According to CDC, the lease expansion is expected to attract more investors, generate additional employment opportunities, and further strengthen Clark’s competitiveness as a preferred destination for local and foreign businesses.
The agreement underscores the shared commitment of CDC and Berthaphil to sustaining Clark’s momentum as a center for investment, innovation, and inclusive economic development in the Luzon Economic Corridor.
