CITY OF SAN FERNANDO, Pampanga — The Department of Environment and Natural Resources (DENR) and the City Government of Palayan have inaugurated the Phase II Linear Park along San Lorenzo Creek in Palayan City, Nueva Ecija, further advancing efforts to rehabilitate urban waterways while promoting safer, greener, and more climate-resilient communities.
The newly completed 39.5-meter linear park was developed to restore and protect the San Lorenzo Creek by preserving its riparian corridor, preventing encroachment, and improving the area’s environmental condition.
According to Merliza Torre, the project also supports the relocation of informal settler families occupying the creek easement, helping reduce environmental risks and protect nearby communities from flooding and other hazards.
“The project safeguards the creek while creating a safe and accessible green space for residents to enjoy recreation and community activities,” Torre said.

DENR Regional Executive Director Ralph Pablo said restoring waterways is a key strategy in building sustainable and disaster-resilient communities across Central Luzon.
“This linear park is more than a public space. It is an investment in environmental protection and the welfare of our communities. By restoring our waterways and preserving their natural function, we strengthen flood resilience, improve water quality, and create greener spaces that future generations can benefit from,” Pablo said.
The project is part of DENR Region III’s Manila Bay Rehabilitation Program, which promotes the restoration of urban waterways through sustainable, community-based initiatives that balance environmental protection with public welfare.
To date, 27 linear parks have been established across Central Luzon under the program, contributing to cleaner waterways, enhanced flood mitigation, expanded green open spaces, and more livable communities throughout the region.
The DENR said the continued development of linear parks reflects the agency’s commitment to protecting river systems while encouraging local government units and communities to take an active role in environmental conservation and climate adaptation.
