Government Agencies, LGUs Convene to Discuss Progress of San Jose Wind Power Project

PASIG CITY, Philippines — The Board of Investments (BOI), through its One-Stop Action Center for Strategic Investments (OSAC-SI), convened a Green Lane Interagency Meeting for the San Jose Wind Power Project on June 19, 2026, bringing together representatives from 30 national government agencies, local government units, and private sector stakeholders to strengthen coordination on the project’s permitting and regulatory requirements.

The meeting gathered more than 75 participants from government agencies, local government units, and Copenhagen Infrastructure Partners (CIP), the developer of the proposed 300-megawatt San Jose Wind Power Project in the municipalities of Lupao and Carranglan, and San Jose City in Nueva Ecija.

Beyond contributing to the country’s renewable energy targets, the project is expected to generate employment during construction, stimulate local economic activity, and create long-term opportunities for host communities while delivering clean and reliable energy.

In his opening remarks, BOI Investments Assistance Service Director Ernesto Delos Reyes, Jr. underscored the role of Executive Order No. 18 in facilitating strategic investments through stronger interagency coordination while ensuring compliance with regulatory and environmental requirements.

“Renewable energy is now a strategic imperative. It is fundamental not only to reducing carbon emissions, but to ensuring long-term energy security, price stability, and global competitiveness,” said Delos Reyes. “Our mandate is clear—to translate policy into projects, and projects into jobs for every Juan.”

The event was also graced by His Excellency Franz-Michael S. Mellbin, Ambassador of Denmark to the Philippines, who delivered a keynote message highlighting the growing partnership between Denmark and the Philippines in advancing sustainable energy and combatting climate change.

“We all want schools for our kids, hospitals for our sick and roads to travel – as well as power for our plugs. But all have local impacts that have to be managed and balanced through close stakeholder engagement such as today. Working together, we can make CIP’s project a success for all while providing the sustainable, affordable and reliable energy that Filipinos need and deserve.”

Representatives from the BOI and the Anti-Red Tape Authority (ARTA) also presented initiatives to streamline permitting processes under the Green Lane framework for strategic investments.

CIP provided updates on the project’s ongoing feasibility studies, stakeholder engagement, and permitting activities.

In a recorded message, Przemyslaw Apoloniusz Lupa, Partner and Head of Asia-Pacific at Copenhagen Infrastructure Partners, highlighted the Philippines’ strong potential for renewable energy investments.

“The San Jose Wind Power Project reflects the growing confidence of global investors in the Philippines’ renewable energy sector. We believe the country has a strong opportunity to become a regional leader in clean energy development, supported by clear policy direction, strong local partnerships, and proactive government collaboration.”

The meeting concluded with discussions on key permitting requirements and next steps to support the timely development of the project.

Participants also signed a Manifestation of Support for Renewable Energy Transition and Environmental Stewardship, reaffirming their shared commitment to advancing clean energy development, strengthening energy security, and promoting responsible environmental stewardship.
