GAPAN CITY, Nueva Ecija — President Ferdinand R. Marcos Jr. on Tuesday led the inauguration of the first phase of the MTerra Solar Project and unveiled the marker recognizing it as the world’s largest integrated solar photovoltaic (PV) and Battery Energy Storage System (BESS), marking a significant milestone in the country’s renewable energy transition.
The ceremony, held at the Terra Solar Main Collector Substation in Barangay Puting Tubig, Gapan City, highlighted the government’s push to accelerate investments in large-scale renewable energy infrastructure that will enhance energy security, improve grid reliability, and support long-term economic growth.
The President was joined by First Lady Liza Araneta-Marcos, Department of Energy Secretary Sharon Garin, Meralco Chairman and Chief Executive Officer Manuel V. Pangilinan, along with national government officials, energy executives, investors, and local leaders.
The inauguration of MTerra Solar Phase I represents one of the country’s most significant private-sector investments in clean energy infrastructure. By integrating utility-scale solar generation with battery energy storage technology, the project is expected to deliver a more reliable supply of electricity while supporting the Philippines’ transition toward a low-carbon economy.

The facility is seen as a key contributor to meeting the country’s rising electricity demand while reducing dependence on imported fossil fuels. It also aligns with the government’s target of increasing the share of renewable energy in the national energy mix and attracting greater investments in sustainable infrastructure.
Industry leaders noted that projects of this scale reinforce investor confidence in the Philippine energy sector, demonstrating the country’s capability to host globally competitive renewable energy developments.
The MTerra Solar Project is expected to generate substantial economic benefits through job creation, increased local economic activity, and expanded opportunities for businesses supporting the country’s growing renewable energy value chain.
