CLARK FREEPORT — Clark Development Corp. (CDC) and the Technical Education and Skills Development Authority (TESDA) are shifting their workforce strategy toward upskilling employees already in the hospitality industry, as Clark prepares for a stronger pipeline of international events and visitors.

Twenty-four employees of Midori Clark Hotel and Casino completed a 10-day Food and Beverage Services (FBS) training program, with 20 passing the TESDA National Competency Assessment for FBS NC II. Four others already held valid NC II certificates.

“We’re not just after applicants anymore—we’re now upskilling,” CDC President and CEO Atty. Agnes VST Devanadera said during the October 5 graduation ceremonies.

Devanadera said strengthening the existing workforce is critical as Clark positions itself as a competitive meetings and hospitality destination, particularly with major events such as the JCI World Congress in November, which is expected to bring about 6,000 delegates.

“It doesn’t just speak of the destination or Clark’s history. It speaks of people,” she said.

Clark was named Asia’s Leading Meetings and Conference Destination at the 2025 World Travel Awards, a recognition Devanadera said reflects not only the Freeport’s facilities but also the quality of service delivered by its workforce.

TESDA and private-sector partner Gonzalo Puyat School of Arts and Trades provided trainers and covered the participants’ assessment fees, while Midori supplied training equipment and other resources. CDC facilitated and coordinated the program.

The initiative is part of continuing efforts to raise service standards, improve worker competencies and ensure that Clark’s hospitality workforce can meet growing demand from the tourism, business and events sectors.
