MARIVELES, Bataan — The Authority of the Freeport Area of Bataan (AFAB) has entered into a 25-year joint venture agreement with the consortium of Tubig Pilipinas Group, Inc. and FB Infrastructure Corporation to modernize and expand the water supply and sewerage system in the Freeport Area of Bataan (FAB), reinforcing the investment zone’s long-term infrastructure development agenda.
The agreement, signed on July 23, 2026, covers the rehabilitation, operation, maintenance, expansion, and management of the Freeport’s water distribution and wastewater systems under the Public-Private Partnership (PPP) Code.

The joint venture was signed by AFAB Administrator and Chief Executive Officer Hussein P. Pangandaman, Tubig Pilipinas Group, Inc. President Ryan Wesley T. Yapkianwee, and FB Infrastructure Corporation President Francesca Kasandra T. De Jesus.
Also present during the signing ceremony was Public-Private Partnership Center of the Philippines Deputy Executive Director Eleazar Ricote, representing Executive Director Riza Blanco-Latorre, underscoring the government’s support for strategic infrastructure investments through public-private collaboration.
The project involves an estimated ₱1.358 billion investment that will finance the rehabilitation and expansion of the Freeport’s water distribution network, as well as the upgrading of wastewater treatment and sanitation facilities. The initiative is expected to strengthen the capacity of the FAB to meet the increasing demand for reliable utility services as industrial and commercial activities continue to expand within the economic zone.
AFAB said the project aims to provide businesses, investors, and residents with safe, sustainable, and efficient water services while improving environmental management through enhanced sewerage and wastewater infrastructure. The undertaking also incorporates measures to mitigate pollution and promote the responsible use of natural resources in support of the Freeport’s sustainable development goals.
The joint venture forms part of AFAB’s broader strategy of leveraging private sector expertise and capital to accelerate infrastructure modernization, improve essential public services, and enhance the competitiveness of the Freeport Area of Bataan as a premier investment destination in the country.
