CAPAS, Tarlac — The Bases Conversion and Development Authority (BCDA) and the Municipal Government of Capas have strengthened their partnership to advance the proposed Pax Silica Innovation Ecosystem in New Clark City, a flagship development envisioned to drive investments, innovation, and inclusive economic growth in Central Luzon.

During a meeting with Capas Mayor Roseller “Boots” Rodriguez, BCDA President and Chief Executive Officer Joshua M. Bingcang presented the master plan for the proposed innovation ecosystem, highlighting opportunities in modern agriculture, sustainable livelihood programs, and community development initiatives designed to ensure that local communities benefit from New Clark City’s continued expansion.

The proposed development aims to integrate innovation-driven industries with agriculture and community-centered programs, creating opportunities for farmers, entrepreneurs, and residents while supporting the long-term transformation of New Clark City into a globally competitive investment destination.

The Municipal Government of Capas welcomed the project’s long-term vision, recognizing its potential to attract high-value investments, generate quality employment, expand opportunities for local enterprises, and position Central Luzon as a leading hub for innovation and advanced industries.

Bingcang emphasized that collaboration with local government and host communities remains essential in shaping developments that deliver broad-based economic benefits.

As we pursue transformative developments in New Clark City, we remain committed to working closely with our local government partners and communities to ensure that growth is inclusive, sustainable, and creates lasting opportunities for present and future generations,” he said.
