CLARK, Pampanga — The Bases Conversion and Development Authority (BCDA) is strengthening coordination with Central Luzon’s regional leaders as it advances discussions on the proposed Pax Silica Innovation Ecosystem in New Clark City, with a focus on maximizing its potential contribution to regional competitiveness and long-term economic growth.
BCDA President and CEO Joshua M. Bingcang met with Zambales Governor and Regional Development Council (RDC) III Chairperson Hermogenes Ebdane and Department of Economy, Planning, and Development (DepDev) Region III Director Nerrisa Esguerra to discuss the proposed development and its potential implications for Central Luzon.
The discussions centered on aligning the proposed innovation ecosystem with the region’s broader economic priorities, including industrial development, connectivity, investment generation, job creation, and the strengthening of local enterprises.

The proposed Pax Silica Innovation Ecosystem in New Clark City is expected to complement existing economic activities in Central Luzon by creating opportunities for strategic industries, technology-driven businesses, and other high-value investments.
BCDA and its regional partners also highlighted the need for early community engagement and social preparation to ensure that development initiatives are implemented responsibly and remain responsive to the needs of affected and surrounding communities.
The officials emphasized that stronger coordination among national government agencies, local government units, and other regional stakeholders will be critical in integrating major investments with existing development plans and infrastructure priorities.
