The Bases Conversion and Development Authority (BCDA) and the Civil Service Commission (CSC) have formalized their partnership to establish a national training and development center aimed at strengthening the capabilities of over two million civil servants across the country.

The agreement, sealed through a memorandum of agreement, will pave the way for the construction of the CSC National Training and Development Center on a one-hectare site in New Clark City, Tarlac. The facility is envisioned to serve as a central hub for learning, leadership development, and collaboration within the public sector.

Designed with modern and sustainable features, the training complex will include a plenary hall with a capacity of 300 to 500 participants, multiple training classrooms, breakout rooms, a data processing center, and on-site boarding and lodging accommodations. The development will also integrate solar-powered systems to support energy efficiency and sustainability.

CSC Chairperson Atty. Marilyn B. Yap highlighted the importance of investing in government personnel, emphasizing the need to transform mindsets and strengthen what she described as the country’s “human infrastructure.” She underscored that the establishment of the center is both timely and essential in preparing civil servants for evolving public service demands.

BCDA President and CEO Engr. Joshua M. Bingcang said the initiative goes beyond infrastructure, focusing on empowering the people behind government operations. He noted that enhancing the skills and competencies of civil servants will directly translate to better delivery of services to the Filipino public.

The signing ceremony was witnessed by CSC Commissioner Atty. Luis Menrado Pañgulayan and BCDA Senior Vice President for Legal Services Atty. Diana Joyce Basco-Galera.

Once completed, the training center is expected to play a key role in advancing professionalism, innovation, and excellence in the Philippine civil service. (BCDA Group)
