NEW CLARK CITY, TARLAC — New Clark City is set to play a larger role in strengthening the country’s law enforcement and criminal justice capabilities following a new partnership between the Bases Conversion and Development Authority (BCDA) and the National Bureau of Investigation (NBI).
The two agencies recently signed a memorandum of understanding for the proposed development of key NBI facilities in New Clark City, including a regional office, a dedicated training academy, and advanced forensic and investigative centers.
The planned facilities are expected to support the NBI’s modernization efforts by providing world-class infrastructure for professional training, forensic science, criminal investigation, and research, while enhancing inter-agency coordination among government institutions.

BCDA President and Chief Executive Officer Joshua M. Bingcang said the project aligns with New Clark City’s long-term vision of becoming a premier center for government services and national institutions.
“The presence of the NBI adds another important dimension to that vision. It strengthens New Clark City’s role as a center for institutions that uphold public safety, justice, and service to the Filipino people,” Bingcang said.
The initiative complements the national government’s efforts to strengthen public safety and modernize law enforcement agencies through investments in technology, infrastructure, and human capital development.
Designed as a disaster-resilient and future-ready metropolis, New Clark City continues to attract strategic government offices, educational institutions, and innovation-driven organizations. The addition of NBI facilities further reinforces its growing reputation as a center for research, training, and institutional excellence outside Metro Manila.
Officials said the project will help create an environment where law enforcement professionals can access modern training facilities and cutting-edge investigative resources, ultimately improving the delivery of justice and public service nationwide.
The partnership also supports President Ferdinand R. Marcos Jr.’s agenda of building stronger, more capable public institutions while advancing regional development and decongesting government operations from the National Capital Region.
