PARAÑAQUE CITY — State-owned Clark Development Corporation (CDC) is stepping up efforts to modernize its business regulatory systems after benchmarking Parañaque City Government’s fully automated Electronic Business One-Stop Shop (eBOSS), a move seen to further improve the investment climate in the Clark Freeport Zone.
The benchmarking activity, held on July 15, is part of CDC’s broader digital transformation strategy to streamline permit processing, reduce regulatory bottlenecks, and strengthen ease of doing business for investors and locators operating in Clark.

CDC President and Chief Executive Officer Atty. Agnes VST Devanadera led the delegation, which examined Parañaque’s end-to-end electronic business registration and permitting platform, widely recognized by the Anti-Red Tape Authority (ARTA) as a model for digital public service delivery.
“This is more than what we expected. We want to learn, and in our learning process, we can’t take it from anything less than the best because no less than the national government, through the Anti-Red Tape Authority, has taken cognizance of this Parañaque eBOSS,” Devanadera said.
“We see that in your physical assets, we see that in your people, and later, we will see deeper into your processes. This will be our benchmark. It is an end-to-end process, and it is something that, at this point in time, we have no choice but to have something like this,” she added.
The CDC delegation included representatives from its information technology, engineering, business permits, health, safety, and trade offices, who studied the city’s integrated digital workflow, inter-agency coordination, and automated processing system for business permits and licenses.

Parañaque City Mayor Edwin Olivarez said efficient government services remain critical in attracting investments and supporting business expansion.
“As institutions committed to economic growth, we share a common goal: to foster an environment where businesses can thrive, investments are encouraged, and the government remains a reliable partner in economic development,” Olivarez said.
During the benchmarking session, officials from the Business Permits and Licensing Office, City Planning and Development Coordinator’s Office, Office of the Building Official, City Health Office, City Environment and Natural Resources Office, and the Bureau of Fire Protection presented their respective regulatory processes and digital innovations that support the city’s fully integrated eBOSS platform.
The visit builds on CDC’s initial benchmarking mission to Parañaque City Hall in March 2025, when the agency first reviewed the city’s Electronic Business One-Stop Shop and Project Express Lane Operation (Project ELO) as part of its continuing institutional reforms.
CDC said insights gathered from the benchmarking activities will be used to strengthen its own Business One-Stop Shop operations and enhance the delivery of regulatory services inside the Clark Freeport Zone.
The initiative supports the national government’s Ease of Doing Business agenda while reinforcing Clark’s position as a competitive investment destination by providing faster, more transparent, and technology-driven government services. The modernization effort is also expected to improve the overall investor experience, support business expansion, and sustain the Freeport’s role as one of the country’s leading hubs for trade, manufacturing, logistics, and innovation.
