CLARK FREEPORT — The Clark Development Corp. (CDC) is seeking to deepen investment and technology links with Brazil as it targets opportunities in semiconductors, high-value manufacturing, renewable energy, agritech and other innovation-driven industries.
CDC president and CEO Atty. Agnes VST Devanadera raised potential areas for cooperation during a Sept. 14 courtesy visit to the Embassy of Brazil in Manila, where she met with Brazilian Ambassador Gilberto Fonseca Guimarães de Moura.
The discussions focused on possible partnerships involving Brazilian companies, universities, research institutions, government agencies and industry groups, including opportunities for investment, technology and knowledge transfer, scholarships and professional development.
The initiative forms part of Clark’s efforts to broaden its international investment network and attract industries that can generate higher-value economic activity, skilled jobs and technology-based growth.

Devanadera presented Clark’s investment proposition, citing its streamlined business processes, skilled talent pool, industry-academe linkages and support services for companies establishing or expanding operations in the Freeport.
These capabilities, CDC said, could make Clark a potential platform for Brazilian companies seeking to expand into the Philippines and the wider Asian market, while providing opportunities for Philippine enterprises and institutions to access Brazilian technology, expertise and research.
The meeting also explored institutional cooperation that could strengthen the link between industry and academe, particularly in sectors requiring specialized skills and research capabilities.
Devanadera was accompanied by Atty. Bonifacio Tarenio Jr., CDC assistant vice president for administration and chief of staff, while Ambassador Moura was joined by Counsellor Juan Bomfim.
The engagement comes as Clark continues to develop its industrial and investment ecosystem, with a focus on attracting businesses in technology-intensive and sustainable sectors.
As a gesture of goodwill, Devanadera presented Moura with a toucan plush toy crafted by Hansa Creation Inc. The toucan, native to Brazil, symbolizes the country’s rich biodiversity and served as a gesture highlighting the emerging institutional ties between Clark and Brazil.
