CAMP OLIVAS, Pampanga — Crime incidents across Central Luzon have significantly declined following the implementation of the Safer Cities Program, according to data released by Police Regional Office 3 (PRO3).

Records show that total crime incidents decreased from 2,884 cases recorded between March 11 and April 5, 2026, to 2,445 cases from April 6 to April 28, 2026—a reduction of 439 cases or 15.22 percent.

Focus crimes, which include murder, homicide, rape, physical injury, theft, robbery, and motor vehicle and motorcycle carnapping, also dropped from 228 cases to 183, reflecting a decline of 45 cases or 19.74 percent.

PRO3 attributed the improvement to intensified police visibility, consistent enforcement of local ordinances, and strengthened community engagement following the rollout of the program on April 6.

Alongside the decline in crime, authorities recorded a total of 56,016 violators during the same period as enforcement efforts were heightened across the region.

The most common violations included drinking and smoking in public places with 15,300 cases, curfew violations involving minors with 12,624 cases, and violations of city ordinances and traffic regulations totaling 15,658.

Of the total number of violators, 17,410 were fined, while 38,606 were either warned or released, reflecting what PRO3 described as a balanced enforcement approach that combines discipline with community engagement. The operations generated a total of Php6,842,764 in fines.

Police Brig. General Jess B. Mendez, PRO3 Regional Director, said the Safer Cities Program provides a clear and effective framework for addressing public safety concerns.

“The Safer Cities Program gives us a clear framework—focused on visibility, consistency, and discipline in the community. These results show that sustained and strategic enforcement leads to safer and more orderly surroundings,” Mendez said.

He added that the initiative supports the broader direction of the Philippine National Police in strengthening proactive policing and ensuring that law enforcement presence is felt in key areas.

“We are not just enforcing the law—we are influencing behavior and helping build a culture of responsibility. This is how we deliver service that is mabilis, tapat, at nararamdaman,” he emphasized.

PRO3 continues to sustain its operations in close coordination with local government units, particularly in high-density areas such as transport terminals, commercial centers, and other public spaces.

Authorities said the sustained decline in crime incidents, coupled with intensified enforcement, underscores the effectiveness of a coordinated, whole-of-government approach in promoting peace, order, and improved quality of life across Central Luzon. (Jason de Asis)
