SUBIC, Zambales — The Department of Environment and Natural Resources (DENR), in coordination with the Subic local government and Barangay Cawag officials, has ordered the immediate suspension of a mining exploration activity in the mountainous area of Barangay Cawag due to regulatory violations.
DENR III Mines and Geosciences Bureau Officer in Charge, Regional Director Noel B. Lacadin, personally led the inspection on Monday, joined by Subic Mayor Jonathan Khonghun, representatives of the Subic LGU, and officials of Barangay Cawag, following reports of ongoing exploration operations in the area.
The action came after Congressman Jefferson “Jay” Khonghun called on the DENR to immediately investigate the reported mining activity. The lawmaker reiterated his strong opposition to any form of mining in Subic, emphasizing the need to protect the environment and safeguard community welfare.

During the inspection, authorities formally served a Cease and Desist Order against Fortuna Mining Corporation, directing the company to immediately stop its exploration operations.
Based on DENR records, the company failed to present proof of required consultations with concerned stakeholders and did not secure the necessary certification from the National Commission on Indigenous Peoples (NCIP). These deficiencies constitute violations of Section 21-A of DAO 2025-17 and the conditions stipulated in its Exploration Permit.
The company has also been instructed to promptly remove all equipment from the exploration site in compliance with the order.
The DENR and local officials affirmed their commitment to strictly enforce environmental laws and ensure the protection of natural resources and communities in Subic.
