SUBIC, Zambales — The Local Government Unit (LGU) of Subic has reached a significant milestone after being declared “Fully Compliant” in all four core areas of the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM), following an on-site assessment conducted by the Civil Service Commission (CSC) Regional Office.
The recognition came after LGU Subic successfully met the standards for two remaining pillars—Learning and Development and Rewards and Recognition—completing the full set of PRIME-HRM core areas. The other two pillars include Performance Management and Recruitment, Selection, and Placement, which the municipality had previously complied with.
According to the Human Resource Management Office (HRMO), the latest achievement reflects the strong leadership and unwavering support of Mayor Jon Khonghun in advancing human resource excellence within the local government.

The accomplishment was also made possible through the dedication of the Program on Awards and Incentives for Service Excellence (PRAISE) Committee and the Human Resource Development Committee (HRDC), along with the active participation of all department and unit heads. The collective cooperation of LGU Subic employees played a vital role in securing the recognition.
In a statement, the HRMO, led by Human Resource Management Officer Ro Ann Dinulong, expressed its sincere gratitude to everyone who contributed to the success.
“Together, let us continue to raise the standard of public service for the people of the Municipality of Subic,” Dinulong said.
