CLARK FREEPORT, Pampanga — Lufthansa Technik Philippines has broken ground on a US$400-million aircraft maintenance, repair and overhaul (MRO) facility in Clark Freeport, marking one of the country’s largest aviation investments and reinforcing Clark’s position as a growing aerospace and logistics hub.
The new base maintenance center, targeted to begin operations by 2028, is expected to generate around 1,200 skilled jobs while expanding the company’s maintenance capacity to serve airlines in the Philippines and across the Asia-Pacific region.
The Clark facility will complement Lufthansa Technik Philippines’ existing operations at Ninoy Aquino International Airport, enabling the company to meet increasing demand for aircraft maintenance services amid the recovery and continued growth of global air travel.
The investment is supported by incentives granted by the Clark Development Corporation (CDC) under the CREATE MORE Law, reflecting the government’s commitment to attracting strategic, high-value investments.
CDC President and CEO Atty. Agnes VST Devanadera said the project demonstrates growing investor confidence in Clark as a competitive investment destination.
“Lufthansa Technik Philippines’ expansion affirms Clark’s strategic advantage as an aviation hub and highlights the importance of a business environment supported by sound policies and modern infrastructure,” Devanadera said. “Through the CREATE MORE Law, CDC remains committed to facilitating investments that create quality employment, strengthen local industries, and contribute to sustained economic growth.”
The project is expected to further develop Clark’s aviation ecosystem and support the government’s broader efforts to position the Philippines as a regional center for aircraft maintenance, repair and overhaul services.
The groundbreaking ceremony was attended by CDC officials, including Atty. Noelle Mina Meneses, PMGen. Lina Sarmiento (Ret.), Engr. Teresito Tiotuyco, and Ma. Zoraida Camello.
Also present were Lucio Tan III; Soeren Stark, Chief Executive Officer of Lufthansa Technik; Holger Beck; Department of Transportation Undersecretary Jim Sydiongco; German Ambassador Dr. Andreas Michael Pfaffernoschke; Bases Conversion and Development Authority President and CEO Jake Bingcang; LIPAD Chairperson Josephine Gotianun-Yap and President Noel Manankil; MacroAsia President Eduardo Tan Luy; and other government and industry stakeholders.
The expansion underscores Clark Freeport’s growing role in attracting globally recognized locators and high-value industries that support employment generation, technology transfer, and long-term economic development.
