OLONGAPO CITY — The Olongapo City Council on Tuesday approved a resolution placing the city under a state of calamity following weeks of intense rainfall that triggered widespread flooding, landslides and damage to properties and infrastructure.
The Sangguniang Panlungsod approved Resolution No. 196, Series of 2026, during its regular session on Sept. 1.
The resolution cited the cumulative and compounded impacts of successive weather disturbances and the enhanced Southwest Monsoon or Habagat, which caused widespread flooding, landslides, damage to properties and infrastructure, displacement of residents and disruptions to transportation and public services.
All members of the City Council were present during the session, with no absences recorded in the minutes.
Mayor Rolen C. Paulino Jr. earlier endorsed the proposed declaration following the recommendation of the Olongapo City Disaster Risk Reduction and Management Council (OCDRRMC) through Resolution No. 2026-04, adopted during its emergency meeting on Aug. 31.
The OCDRRMC reported that Olongapo recorded 2,900.5 millimeters of cumulative rainfall throughout August, about 3.47 times the city’s normal August rainfall of 835.7 mm.
From Aug. 28 to 29 alone, the city received 569.5 mm of rain, equivalent to about 68 percent of its normal monthly rainfall.
The declaration is expected to facilitate the mobilization of resources for relief, recovery and rehabilitation efforts for affected residents and communities.
The city government said the move was made in accordance with Republic Act No. 10121, or the Philippine Disaster Risk Reduction and Management Act of 2010.
