CAMP OLIVAS, Pampanga — The Police Regional Office 3 (PRO3) formally installed a new officer-in-charge of the Tarlac Police Provincial Office (TPPO) during a Turnover of Office Ceremony held on June 16, 2026, at the Patrol Hall of Camp General Francisco S. Macabulos in Tarlac City.
The ceremony was presided over by Police Brigadier General Jess B. Mendez, Regional Director of PRO3, who officially turned over the leadership of the provincial police force from outgoing Provincial Director Police Colonel Joel L. Mendoza to incoming Officer-in-Charge Police Colonel Harry R. Lorenzo III, a member of the Philippine National Police Academy (PNPA) Class 2002 “Sinaglaya.”
The event was attended by key PRO3 officials led by Police Colonel Angel L. Garcillano, Deputy Regional Director for Operations, along with members of the regional staff, local government officials, retired police officers, provincial officers, chiefs of police, force commanders, family members, and other distinguished guests.
In his message, PBGEN Mendez expressed confidence in the capabilities of PCOL Lorenzo and underscored the importance of sustaining effective and community-oriented policing across the province.
“As we entrust the leadership of the Tarlac Police Provincial Office to Police Colonel Harry R. Lorenzo III, we do so with full confidence in his competence, integrity, and commitment to public service,” Mendez said. “Under his stewardship, TPPO will continue to build on its accomplishments and further strengthen its partnership with the community in maintaining peace, order, and public safety.”
The regional director also recognized the contributions of PCOL Mendoza, thanking him for his dedicated service and leadership during his tenure as provincial director.
The turnover ceremony highlighted PRO3’s commitment to organizational continuity, leadership development, and the continued pursuit of excellence in law enforcement service throughout Central Luzon.
