Marking a new chapter for the Port of Subic, outgoing District Collector Noel C. Estanislao passes on leadership to incoming District Collector Arnaldo M. Saulong in a formal turnover ceremony.

SUBIC BAY FREEPORT — The Bureau of Customs (BOC) – Port of Subic formally ushered in new leadership following a turnover ceremony held to mark the transition from District Collector Noel C. Estanislao to District Collector Arnaldo M. Saulong.
Saulong officially assumed office on 30 March 2026, bringing with him extensive experience from his previous roles as Director II and head of the Trade Information and Risk Analysis Office under the Post Clearance Audit Group.
The ceremony was attended by port officials and personnel, who paid tribute to Estanislao’s leadership and contributions during his tenure. Under his stewardship, the Port of Subic advanced key initiatives in customs operations, trade facilitation, and enforcement.
Estanislao has been designated as Acting Director of the Enforcement and Security Service (ESS) under the Enforcement Group, where he is expected to further strengthen the Bureau’s campaign against smuggling and other customs violations.
In his farewell message, Estanislao expressed gratitude to the Port of Subic workforce for their steadfast support.
“As I take on new responsibilities, I carry with me deep appreciation for the teamwork and dedication demonstrated by the Port of Subic. Our collective efforts have driven meaningful progress, and I am confident that the same commitment will continue under new leadership,” he said.

For his part, Saulong underscored his commitment to sustaining and building upon the port’s accomplishments. He emphasized the importance of transparency, efficiency, and integrity in customs operations, aligned with the directives of BOC Commissioner Ariel F. Nepomuceno.
“I look forward to working closely with our personnel and stakeholders to further enhance trade facilitation, strengthen enforcement, and ensure efficient revenue collection,” Saulong said.
He also highlighted the importance of collaboration with stakeholders within the Subic Bay Freeport Zone, noting that strong partnerships will be key to achieving shared goals and sustaining growth in the port’s operations.
The turnover ceremony reflects the Bureau of Customs’ continued push to reinforce institutional leadership and uphold its mandate of securing borders, facilitating legitimate trade, and generating revenues to support national development.
