Subic Bay Freeport — The Bureau of Immigration (BI) has initiated a motu proprio investigation following reports of foreign nationals allegedly attempting to unlawfully access and assert control over a private resort facility in the Subic Bay Freeport on April 8.
Immigration Commissioner Joel Anthony Viado has ordered an immediate verification of the identities, immigration status, and activities of the individuals involved, including an American national identified as Timothy Desmond, who was reportedly part of the group.
“We will not allow foreign nationals to exploit their presence in the country to interfere in domestic affairs or disrupt public order,” Viado said.
The BI chief has also directed concerned units to coordinate with the National Police Commission, the Philippine National Police, and the Subic Bay Metropolitan Authority to establish the full details and circumstances surrounding the incident.

In addition, the bureau is conducting a review of the visa status and travel history of those involved to determine possible violations of immigration laws. Authorities are also evaluating grounds for inclusion in the immigration watchlist or blacklist, as well as the initiation of deportation proceedings if warranted.
The BI reiterated that foreign nationals are prohibited from engaging in activities beyond the scope of their authorized stay, including participation in local disputes or unauthorized attempts to take control of private properties.
“Any foreign national found to have abused the privilege of staying in the country will be dealt with accordingly, including deportation and blacklisting,” Viado added.
The Bureau of Immigration assured the public of its commitment to act swiftly and decisively in upholding the law and safeguarding national interest.
