MANILA — The Clark Development Corporation (CDC) and the Department of Labor and Employment (DOLE) have forged stronger collaboration to enhance workforce development and improve investor services in the Clark Freeport Zone, reinforcing the government’s commitment to creating a business-friendly environment.
During a meeting, CDC President and Chief Executive Officer Agnes VST Devanadera and DOLE Secretary Francis Tolentino agreed to strengthen coordination on labor programs while ensuring the smooth implementation of the centralized Alien Employment Permit (AEP) system.
The agencies aligned measures to prevent disruptions in permit processing for foreign professionals employed by Clark-based companies, allowing investors and locators to continue operations without unnecessary delays.

As part of the initiative, CDC will continue the preliminary evaluation of documentary requirements under the Joint Memorandum Order, while the DOLE Bureau of Local Employment will handle the Labor Market Test. The agencies also discussed establishing a Green Lane for CDC-endorsed applications and issuing dedicated AEP identification cards for Clark locators to expedite transactions.
Beyond regulatory services, CDC and DOLE committed to jointly implement labor education programs, employer and worker orientations, policy briefings, and capability-building activities aimed at equipping Clark’s workforce with the knowledge and skills needed to meet the demands of expanding industries.
DOLE also pledged to conduct regular seminars and compliance briefings for Clark locators upon CDC’s request, ensuring employers remain updated on labor regulations and best practices.
The partnership reflects the shared commitment of CDC and DOLE to foster a highly skilled workforce, improve the delivery of government services, and strengthen Clark Freeport’s position as one of the country’s leading hubs for investment, innovation, and employment. (PR-CDC)
