CITY OF SAN FERNANDO, Pampanga — The Pampanga Provincial Disaster Risk Reduction and Management Council (PDRRMC) has approved the realignment of more than ₱63 million to further strengthen the province’s disaster preparedness, emergency response capabilities, and climate change adaptation and mitigation programs.
The approval was made during the council’s 2nd Quarterly Meeting on Thursday, June 18, led by Governor Lilia “Nanay” Pineda, Vice Governor Dennis “Delta” Pineda, and PDRRMO Chief Janica Yambao.

Of the total amount, ₱15 million has been allocated for the construction, improvement, site development, and fencing of disaster risk reduction and management facilities, as well as flood mitigation infrastructure and the procurement of DRR-CCA equipment, products, and instruments.
A further ₱4 million will be used for fuel requirements supporting desilting operations, disaster preparedness initiatives, and disaster monitoring and response activities.
The council also set aside ₱8.86 million for emergency shelter assistance, core shelter programs, food- and cash-for-work initiatives, and financial, medical, burial, and other forms of assistance for families and vulnerable sectors affected by disasters or disaster-related diseases.
To enhance rapid response capability, ₱20 million will be utilized for the procurement of emergency response and rescue vehicles, heavy equipment, and other essential disaster response resources.

Meanwhile, ₱16 million has been allocated for the acquisition of mobile collection units, supporting the province’s climate change adaptation and mitigation strategies as well as disaster preparedness efforts.
The PDRRMC emphasized that the fund realignment aims to further strengthen Pampanga’s capacity to prepare for disasters, respond swiftly during emergencies, and deliver timely assistance to affected communities.
In addition, the council approved the utilization of ₱20 million from the Local Disaster Risk Reduction and Management Fund Trust Fund, sourced from previous years, to support augmentation needs, including equipment, supplies, and assistance for areas affected by calamities.
The provincial government underscored that this augmentation fund may be readily deployed to support Kapampangans in times of crisis, ensuring immediate access to critical resources.
This capability was recently demonstrated during the collapse of a nine-storey building in Angeles City on May 24, 2026, where the provincial government provided search and rescue support, equipment, and supplies. Vice Governor Pineda also deployed heavy equipment, including dump trucks and cranes, to assist ongoing operations.
The provincial government likewise extended financial and in-kind assistance to affected families, distributing ₱460,000 in aid to 23 bereaved families, along with 25 kilograms of rice and canned goods per family.
Authorities reported that 30 of the 60 victims in the incident were confirmed dead.
