TARLAC CITY, Tarlac — A major upgrade of the Luisita Interchange of the Subic-Clark-Tarlac Expressway (SCTEX) is expected to improve connectivity and support economic activity in Tarlac and neighboring areas, as the Bases Conversion and Development Authority (BCDA), the Provincial Government of Tarlac and NLEX Corp. broke ground for the project.
The expansion will add a new northbound entry ramp and a southbound exit ramp, addressing a long-standing connectivity gap at the interchange.
Once operational, motorists coming from MacArthur Highway will have direct access to SCTEX when traveling north, eliminating the need to take longer alternative routes. Meanwhile, motorists from Northern Luzon traveling south will be able to exit directly at Luisita.
The improved access is expected to facilitate the movement of workers, businesses, goods and services while enhancing mobility within Tarlac and across Central Luzon.

BCDA President and CEO Joshua M. Bingcang said the project is part of a broader infrastructure push to build an interconnected economic ecosystem under the Luzon Economic Corridor.
“This project is part of a broader effort to create an interconnected ecosystem within the Luzon Economic Corridor, helping businesses grow, bringing communities closer, and propelling national growth,” Bingcang said.
The Luzon Economic Corridor links key economic hubs and infrastructure assets across the region, with improved transport connectivity seen as critical to attracting investments and supporting the expansion of businesses.
Tarlac Gov. Christian Tell Yap said the interchange expansion would open more opportunities for residents by improving their access to employment, businesses and other economic activities.
The project is also expected to reinforce Tarlac’s position as a strategic gateway between Central and Northern Luzon, strengthening the province’s role in regional trade, logistics and investment.
The groundbreaking marks another step toward improving the country’s transport infrastructure and building more efficient connections among communities and economic centers in Luzon.
