Subic Bay Freeport – The Subic Bay Metropolitan Authority paid tribute to former Chairman and Administrator Roberto V. Garcia as flags within the Subic Bay Freeport Zone were lowered to half-staff on Tuesday, May 26, 2026, in honor of his contributions to the agency and the Freeport community.

A bicyclist was seen passing the iconic 92-foot flagpole at the Subic Bay Freeport as the lowered Philippine flag symbolized mourning and respect for Garcia, who served as SBMA chairman and administrator from 2011 to 2016.
Garcia was appointed by former President Benigno S. Aquino III and was recognized for steering the agency back to a single-leadership structure during his term. Under his administration, the SBMA recorded milestone revenues and profits, strengthening the position of the Subic Bay Freeport Zone as one of the country’s premier investment and tourism hubs.
Officials and employees of the SBMA joined the Freeport community in remembering Garcia’s leadership and dedication to public service, highlighting his role in promoting stability, operational efficiency, and economic growth within the Freeport.
